The Town of Holly charges 7.9¢ per Kilo Watt Hour used. There is a monthly Facility Charge for having the meter connected. The Residential Facility charge is $2.75/mo. and the Commercial Facility Charge is $3.45/mo. All sales tax is based on kWh charges, Fuel Cost Adjustment (a variable rate that changes monthly and is directly passed on to the consumer without additional markup) and private yard lighting charges. Each new account established will be charged $5.00 to defray the cost of establishing the customer account.

Should a customer's utility account become delinquent, the total arrears are due in full on the 20th of the month no later than 9 a.m. Should the customer fail to pay arrears, an electric reconnect charge of $25 will be due in full along with the total amount of arrears.

The deposit for electrical service is $125; which includes a non-refundable meter fee of $25. Deposits are refunded when a customer displays a good payment history of no more than two late charges during the year the deposit is retained by the Town of Holly. Upon a good payment history, the full $100 plus the current interest rate established by the Public Utilities Commission will be refunded to the customer's account. Should a customer move from the Holly service area before the deposit is refunded, the Town Treasurer will apply the deposit to the unpaid utility account and forward any remaining deposit monies or the balance due to the customer. All unclaimed deposit balances are forwarded to the Colorado State Treasurer.
